Apalachicola adopted its original comprehensive Plan on June 20, 1990 in accordance with F.S. 163.3125. The City has not changed significantly since the plan was adopted and subsequently, few amendments have occurred since that time. In 1998, the City undertook its first Evaluation and Appraisal Review (EAR) as is required by State Law and adopted amendments in accordance with those recommendations in 1999. During 2007, the City again reviewed its plan as part of the EAR process adopted its revised EAR in 2008. The City is currently drafting amendments pursuant to the EAR-based recommendations.

The City has eleven (11) required elements: Future Land Use, Transportation, Housing, Public Facilities, Coastal Management, Conservation, Capital Improvements, Recreation, Intergovernmental Coordination. The City has also adopted two (optional) elements: historic preservation and economic development.
